A complicating factor with the property is that it is located right on the line between the City of Utica and the Town of Frankfort. The property was tied up in tax issues and, earlier this year, was removed from the Utica city tax rolls. The last known owners of the complex was local attorney Michael Cancella, under the title of CharlesTown Mall, LLC. After about a decade of success, the Charlestown outlets closed. Thousands of shoppers from across the Northeast came to Charlestown, often by bus, to shop at the outlet center. The Charlestown factory outlets became home to dozens of name brand outlet stores, along with several restaurants and an OTB betting parlor. The Gaetano plan was to turn the former factory complex into factory outlet stores. The complex got its third and, now seemingly final, lease on life when it was acquired by local developer Charles Gaetano. By the mid-1960s, the UNIVAC operations in Central New York began to wind down and the Turner Street facility was vacant again. At one point there were thousands of Mohawk Valley residents working in the buildings that were destroyed in the fire. The complex in East Utica got a new lease on life when, in 1950, the Remington Rand company announced that they would begin building their new UNIVAC computers at the Turner Street location. In 1947, Savage Arms moved their factory to Massachusettes. But the end of the war also marked the end of Savage Arms in the Mohawk Valley. After World War 2, Savage Arms was one of the largest gun manufacturers in the world, led by the acquisition of other gun makers in the Northeast. Over its years of operation at the location, the Savage Arms complex expanded to a seven building campus with many of those buildings connected through bridges between buildings. The first building was a three-story brick building that spanned the length of a city block. The structures at 311 Turner Street were constructed in the 1920s for the Savage Arms company. This one, most likely, has finished the structure as a viable plant to be occupied.
